[TiddlyWeb] documentation: add information about Google AppEngine version of TiddlyWeb

I think it's a very interesting deployment model for TiddlyWeb. Personally, I would like to work on some client-side plugins for tiddlyweb.appspot.com to support things like permissions and revisions. Before I do this, I would like to know that this version is being updated and is an ongoing experiment.

Documenting what you can and can't do with this deployment model would be a good start.

GAE version is planned to be updated and maintained, but has not had attention in quite some time.

It is definitely a useful deployment model, especially now that google is being a bit better about what they think of as cpu intensive requests.

I've created another ticket #984 to make sure the version gets working again, as a separate task from documenting it.
