Error Message when sys admin has not configured ccTiddly includes/config.php correctly

Description
Currently the user is displayed a blank screen if ccTiddly has not been configured correctly.
The user should be informed what is not correct :
- no db server
- cant connect to db server
and inform the sys admin how to go about resolving the issue.
An extension to this would be a ccTiddly installation wizard which prompts the sys admin for any of the missing settings.
