Allow 'DefaultTiddlers' tiddler to be easily customizable

Description

Currently the name of the tiddler used to get the list of start up tiddlers is hardcoded into the restart() function. It is suggested to use a variable for this instead to allow plugins to easily change this for different configurations. Patch will be submitted shortly.

As discussed  here, it is proposed to resolve this issue by explicitly referencing DefaultTiddlers? from within PageTemplate?.

There are a number of hard-coded tiddler names in the core. The argument allowing their names to be customisable applies to all of them. This customisability brings little direct benefit and also reduces the standardisation across TiddlyWikis?.
