Actions and projects should inherit their realm from their parent item

Description

...so when you create a new project or action you don't have to always manually set the realm.

It would be nice to inherit Area from project to sub-project & action.

Even broader -- Any time a panel presents a button to create a new child tiddler, the child should default to inheriting all tags from its parent. The only exception I can think of would be the primary Type tag. For example, when creating a new Action from a button on the Project panel, the new Action should not inherit the tag "Project" from its parent, but it should inherit any other tags like the project's Realm, Area, etc. If any non-GTD-related tags have been assigned to the parent object, those should inherit down to the child too.
