TiddlyWiki should automatically reload itself after saving a plugin

Description

TiddlyWiki should detect when it is saving a modified plugin and automatically reload itself so that the plugin can be used immediately without a manual reload step.

It appears that document.location.reload or document.open may accomplish the automatic reloading; the other implementation issue is reliably figuring out when a plugin has been changed as part of a save operation

This seems to run contrary to the processes that people have come to expected and be used to with developing plugins.

And since there hasn't been additional input in more than three years, may as well ignore this one.
