Improve diagnostics TiddlySaver setup and permission issues

Description

It's hard to debug problems with the TiddlySaver? Java applet mechanism. It would be an improvement if the situation where the TiddlySaver? applet is loaded but doesn't have appropriate permissions to access the file system were reported by a distinct error message.
