Make TiddlyWiki tolerant of infection by Norton AntiVirus

Norton popup blocking software running on PCs can interfere with saving TiddlyWiki files, as documented [ here].

It should be possible to alter the TiddlyWiki core code so that it still works after infection.

I've attached a new test file. The different is that index.broken.html has been infected *twice* by Norton. It's that that causes the problem; the tiddly.html file is only infected once, but it works fine in Internet Explorer.
