Bad user experience with XP SP2 "blocked" files

Description

As discussed in http://www.tiddlywiki.com/#ServicePack2Problems, on Windows XP under Service Pack 2 it's necessary to 'unblock' the TW file before you can save changes with it.

The problem is that TW doesn't warn the user that the unblocking is necessary until the user tries to save changes, possibly after investing significant time in content preparation.

It would be better if TW could detect the blocked state during startup, and if so, switched the 'readOnly' flag to prevent inadvertant editing.
