TiddlyWiki's plugin manager displays when wiki is readonly

Description

This is carried over from tiddlyspace issues 282:

 http://github.com/TiddlySpace/tiddlyspace/issues/#issue/282

When the wiki is readonly the plugin manager still shows up with buttons saying the user can deleting plugins or remove systemConfig tags. Since the wiki is readonly they can't actually do this, so the UI should not show/allow these actions.
