[TiddlyWeb] twanager creates log file in CWD

Description

When running twanager, a tiddlyweb.log file is created in the current working directory.

It's not clear whether this is intentional or a bug.

"twanager instance" causes tiddlyweb.log to be created in the same directory as the command was invoked in. I'd rather it went to stdout or saved the file to a temp location, or inside the new directory, or not at all, as my next action is to inevitably delete the log file. I expect most people run this command from a holding directory containing various files, which is why the log file seems inappropriate.

Running twanager without any arguments still creates the log file (v0.9.50).
